Important Division Change Announcement
The WPBA has decided go with a 19u division (eliminating the 18U).
The age of your players as of April 30 is their playing age for the rest of the year.
Only players age 17 to 19 on/or before April 30, 2016 are eligible for this division.
Any player under the age of 17 or older than 19 on or before April 30 will not be eligible.
As the WPBA looks forward to restarting its College division, it believes that this new older division will provide a really good and competitive summer season with an eye on the future.
In this 19u division, teams will be able to solicit players across town boundaries which should help with the rosters (remember 16-yr-olds are not eligible for this division).
We hope that any teams interested in the 18u division are pleased with this.

2016 Summer Season
The anticipated divisions the WPBA will run are as follows: 8-yr-old, 9-yr-old, 10u, 11u (40/60), 11+(50/70), 12+(50/70)**, 13-yr-old, 14u, 16u, 18u.
**11-yr-old teams will be allowed to play-up in the 12+div., however 10-yr-old players will not be eligible to play on those teams in the 12+ div.
Recommendations and/or suggestions will be discussed by the board and implemented if feasible.

2nd Meeting - May 19, 2016, Thursday, 7:00pm @ Fox Lane High School
(Main Cafeteria) --- Food will be served as usual - bring your appetite!!
Breakout Meeting (Final commitments, Changes, Payments are due)
Teams will meet with their directors for final instructions.
ALL TEAM COACHES MUST ATTEND.
No team changes will be accepted after this meeting.
a.Each Town must submit final declarations as to what teams are being entered for the Summer Season.
b.Each Town MUST also be PREPARED TO PAY: all team fees, umpire coordinator fees, order baseballs, etc, at this meeting. Town Insurance forms and Team Field availability must be given to the League director of each division. They can also be e-mailed to demaa@wpba.us prior to the meeting.
c.Teams that do not supply field availability will be scheduled at the convenience of the director.
d. All LL Tournament and Cooperstown Tournament Dates must be submitted to League Directors at or prior to this meeting (they will be given a 7-day window) game schedules will be front-loaded so as not to inconvenience other teams at the end of the season.
e. Teams withdrawing while the season schedules are being prepared
will not be refunded their team entry fees.
f. Teams withdrawing after the League Director sets the regular season schedule are considered to be forfeiting the season. The team will not be refunded its entry fee. The town’s forfeit bond will be lost, and the town must immediately post a new bond for its’ other teams to play.

Schedules will be handed out. Any noticeable errors are to be pointed out to your director. He will inform you of the time limit to make adjustments.
LITTLE LEAGUE AGE CUTOFF UPDATE
Baseball Directors and Coaches:
After many discussions regarding the Little Leagues published change of the Age Cutoff Date for 2016 and beyond, the WPBA Board has agreed to stay with the same Age Cutoff Date for 2016 that we used in 2015, that being April 30th.
We hope that you agree with our decision as we look forward to a great 2016 Summer and Fall Season.

ATTENTION ALL COACHES
*IMPORTANT REMINDERS*
WPBA NFHS BAT RULES FOR THE SUMMER 12+ (50/70), & FALL 12+(60/90)
Here is the FINAL rule on bats that are acceptable for the 12+ division.
They must be -3 thru -8 (-9 thru -12 not allowed) with a 2 5/8 barrel and have a 1.15 BPF stamp on the bat OR they can be LL 2 1/4 bats unlimited, and 2 5/8 barrel BBCOR 0.50 BPF bats are also acceptable
If a player is caught using an illegal bat, that player will be given an automatic out. See NFHS rule;
7-4-2 says the batter is out when, ". . . The batter enters the batter's box with an illegal bat or is discovered having used an illegal bat and the infraction is detected before the next legal or illegal pitch (only the umpire or defense may detect an illegal bat). If after a pitch, runner at first remains and current batter would be out. If before a pitch, runner at first is out. Batter would have to get a different bat.
If a player does not have a bat that meet these requirements, have him borrow a bat from a teammate that does have an acceptable bat.
I suggest that you make a copy of this e-mail and keep it in your score book so you can show it to the Umpires should they not know this rule.

WPBA RULE MODIFICATION
The WPBA, in all NFHS divisions, does not use the DH (designated hitter) rule.
An Extra Hitter (EH) is permitted. The EH is an additional 10th spot in the batting order.
The EH (extra hitter) is also permitted to play the field and is subject to the NFHS rules substitution.
A team must declare if batting 9 or 10 prior to start of game.
Note: A pitcher may not become the EH and then return to the field as a pitcher.
Please adhere to all WPBA rules modifications.
WPBA UNIFORM CODE
UNIFORMS
1.- All players will be required to be in full uniform with numbers on the back of the uniform shirt when on the field (uniform means that all players will wear the same shirts, pants and hats at all times when on the playing field or will be asked to leave by the umpire.
2.- Coaches will be required to wear their team shirt and hat and will not wear sandals, flipflops, boots, etc, while on the playing field. They may wear shorts as long as they are of one color and are not ripped or tattered.”
Penalty:
1st time = warning
2nd time =$100.00 fine
3rd time =Suspension
